Much attention is given to education in philosophy in the USSR, in which the study of dialectical and historical materialism occupies a special place. The practical achievements involved in the transformation of society, together with the advance of the natural and social sciences, have demonstrated most clearly the great strength of dialectical materialism as the scientific world view of the working people and as the philosophical foundation of their practical activity. As with every new trend in science, cybernetics has revived many old philosophical problems and posed a number of new ones. They include problems of similarity and difference in the functioning of the brain and of cybernetic machines, interrelationships between artificial creations and human beings, the nature of the machine, etc. An imprecise posing of these intimately related problems is often the source of confusion in discussions of the philosophical problems of cybernetics.

The question of a universal human nature and the universally human significance of values, first and foremost moral values—a question that, it would seem, had long ago been thoroughly scrutinized in the works of Marxist scholars, including V. P. Tugarinov—has suddenly acquired a "second wind" in public consciousness and in the journalism of our days. Well-known writers, journalists, and scholars have come together on a theoretical platform, which is summed up in a statement by D. S. Likhachev: "Morality is a (...) part of human nature. Its norms are stable and eternal. Indeed, what can be counterposed to the commandment "Thou shalt not kill'? Some new commandment? ‘Kill’? And what about the commandment ‘Thou shalt not steal’? or ‘Thou shalt not bear false witness’?". (shrink)

The article by Academician P. L. Kapitsa published below is devoted to problems of the utmost importance, which have come to be termed "global." The Twenty - fifth Congress of the CPSU pointed to the need to study them scientifically and solve them practically, emphasizing that they touch on the interests of humanity as a whole and will exercise an increasingly marked influence on the lives of every people and on the entire system of international relations. In their social philosophical (...) aspects they have been discussed more than once in the pages of Voprosy filosofii. Discussions of these problems took place at the round tables entitled "Man and His Environment" [See translation in our Fall-Winter 1974 number. — Ed., Soviet Studies in Philosophy], "Social Philosophy Problems of Demography," and "Science and Global Problems of Our Time," and numerous articles have been published in such series as "Science and Social Progress," "The Peace Program and the Dialectics of International Relations" [See translation in our Fall 1975 issue. — Ed., Soviet Studies in Philosophy], and "Man — Society — Nature." The editors of the journal, guided by the directives of the Twenty-fifth Party Congress on the need for further investigation of such global problems of our time, are inclined to continue the discussion of them in the future; another round table devoted to these problems is being planned now. The article by Academician P. L. Kapitsa, it seems to us, will provide fruitful stimuli for discussion at this round table, which will probably be published in several installments. As the author himself emphasizes, certain positions in his article are debatable and require discussion. The journal invites philosophers, demographers, economists, and representatives of the natural sciences to take part in discussions of the problems posed. Certain questions examined in Kapitsa's article are also treated in articles by Howard L. Parsons, A. D. Ado, and Iu. A. Kirshin published in this issue of the journal. (shrink)

In this article, I explore how the twin forces of imperial and entomological power allowed Britain to shape locust research and control across Africa, the Middle East and South Asia from the 1920s to the early 1950s. Imperial power came from the size of the formal and informal empire, and alliances with other colonial powers to tackle a common threat to agriculture and trade. Entomological authority came primarily from the work of Boris Uvarov and his small team of museum (...) and fieldworkers based at the Imperial Bureau of Entomology (IBE), later the Imperial Institute of Entomology (IIE). I begin by discussing how Uvarov's phase theory of the origin of swarming changed the prospects for the control of locust plagues. The imperial gaze and networks of the IBE and IIE were suited to a problem that was transnational and transcontinental. In the 1930s, Britain was drawn into plans for international cooperation on locust organizations that met the needs of science, to give better sharing of knowledge, and the needs for science, to secure the resources for research and control. However, such organizations were only created during the Second World War, when new plagues threatened military operations, as I show in relation to the measures taken to control the red locust and desert locust. In the final section, I follow the fate of the wartime cooperation in initiatives to establish permanent control organizations. It is a story of the decline of British political power in locust affairs as the United Nations Food and Agriculture Organization and regional agencies took over. My account of British locust research and control reveals a neglected aspect of histories of entomology and imperial/colonial science, especially their international relations and the continuing importance of metropolitan research centres. Straipsnyje siekiama įgyvendinti P. Bourdieu reikalavimą ir, pritaikius jį socialiniam darbui, nuo socialinio darbo profesijos analizės pereiti prie socialinio darbo profesinio lauko tyrimų. BackgroundUncertainty intolerance (IU), the tendency to think or react negatively toward uncertain events may have implication on individuals’ mental health and psychological wellbeing. The Intolerance of Uncertainty Scale-12 (IU-12) is commonly used across the globe to measure IU, however, its’ psychometric properties are yet to be evaluated in Iran with a Persian-speaking population. Therefore, the purpose of this research was to translate and validate the IU-12 among Iranian undergraduate students.Materials and MethodsThe multi-stage cluster random sampling was employed to recruit 410 (...) Iranian undergraduate students (260 females) from the Azad University to complete the IU-12, the Depression Anxiety Stress Scale-2, and the Penn State Worry Questionnaire in a cross-sectional design. In this study, face validity, content validity, construct validity, and concurrent validity were measured and Construct Reliability (CR) and Cronbach’s alpha were used to measure reliability.ResultsThe impact score of the translated IU-12 indicated acceptable face validity (value of impact score was greater than 1.5). The value of Content Validity Index (CVI) and the value of Content Validity Ratio (CVR) were above 0.7 and 0.78, respectively. The values of CVI and CVR indicated the items had acceptable content validity and were deemed essential to the measure. The measurement model analysis showed the measure with two subscales had good fit indices (CMIN/df = 2.75, p < 0.01, RMSEA = 0.07, TLI = 0.94, CFI = 0.95, GFI = 0.94). A Confirmatory Factor Analysis (CFA) indicated the scale was composed of the two subscales found in the English-version of the scale (prospective anxiety and inhibitory anxiety), and no items were removed from the scale. The values of CR (0.86) and Cronbach’s alphas (0.89) showed the measure had appropriate internal consistency.ConclusionThe findings support the psychometric properties of the Persian version of the IU-12. This scale could be used to reliably and accurately measure uncertainty intolerance among undergraduate students in Iran. (shrink)

Between 1937 and 1940 the Taxonomic Principles Committee of the newly-founded Association for the Study of Systematics in Relation to General Biology (later the Systematics Association) attempted to define the relationship between evolution and taxonomy. The people who took part in the discussion were W.T. Calman, C.R.P. Diver, J.S.L. Gilmour, J.S. Huxley, W.D. Lang, J.R. Norman, R. Melville, O.W. Richards, M.A. Smith, T.A. Sprague, H. Hamshaw Thomas, W.B. Turrill, B.P. Uvarov, A.F. Watkins, E.I. White, and A.J. Wilmott. Most of (...) the botanists asserted that taxonomy was a practical matter to be kept distinct from phylogenetic speculation, and most of the zoologists insisted that taxonomists must strive to represent evolution if they wished to be scientific. The disagreement seemed to be hardening rather than approaching compromise when World War Two stopped the committee's work. (shrink)

The purpose of the article is to study the creative heritage of A. Pushkin and P. Chaadaev as catalysts of historiosophical reflections on the fate of Russia, which later took shape in the circles of Westernizers and Slavophiles. By comparing the positions of Pushkin and Chaadaev, the author finds out the reasons and consequences of the emergence and strengthening of the Uvarov ideological construction "Orthodoxy, autocracy, nationality", which is still the main identifying principle of Russian thought. Study of theses (...) of Pushkin and Chaadaev in relation to Russia; its attitude to Europe; the opposition of Eastern Orthodoxy to Catholicism gives reason to consider the general goal of the Russian autocracy through the dialogue of Russian thinkers. Among the many names violently consigned to oblivion, one cannot omit mentioning the name of Gustav Gustavovich Shpet, a scholar who made a substantial contribution to our country's philosophy, psychology, aesthetics, and linguistics. His rehabilitation in 1956 was not enough to restore his memory in public consciousness, paralyzed by the inertia and fears of the Stalinist years, and the freeze that began soon after, of the sprouts that had just been summoned to life, had its impact in an abrogation of (...) agreements, cessation of publications, and in a number of cases removal of references to the philosopher. And the further thirty years of oblivion that followed were one more period of unjust punishment and a new ordeal in the terrible fate of the scholar and his ideas. His writings, which should have been a new word in science, should have given direction to further investigations, became effectively inaccessible to subsequent generations. References to Shpet in the works of Viach. Vs. Ivanov, Iu. M. Lotman, D. S. Likhachev, A. P. Chudakov, and others, and the article in Philosophical Encyclopedia [Filosofskaia entsiklopediia] written by V. S. Asmus aroused interest in Shpet's writings in Hungary and Germany. In the summer of 1986, an international conference on Shpet was held in Bochum, and his books are being translated. Unfortunately, in his own country the level of research on the philosopher's writings and thoughts is still almost at point zero, but we may hope that interest in Shpet's ideas will grow considerably in connection with the publication of the series From the History of Russian Philosophical Thought [Iz istorii otechestvennoi filosofskoi mysli] and a number of other publications. Originally published in 1969. This book explains what is wrong with the traditional methodology of "inductive" reasoning and shows that the alternative scheme of reasoning associated with Whewell, Pierce and Popper can give the scientist a useful insight into the way he thinks.

Social evolution theory conventionally takes an externalist explanatory stance, treating observed cooperation as explanandum and the positive assortment of cooperative behaviour as explanans. We ask how the circumstances bringing about this positive assortment arose in the first place. Rather than merely push the explanatory problem back a step, we move from an externalist to an interactionist explanatory stance, in the spirit of Lewontin and the Niche Construction theorists. We develop a theory of ‘social niche construction’ in which we consider biological (...) entities to be both the subject and object of their own social evolution. Some important cases of the evolution of cooperation have the side-effect of causing changes in the hierarchical level at which the evolutionary process acts. This is because the traits that act to align the fitness interests of particles in a collective can also act to diminish the extent to which those particles are bearers of heritable fitness variance, while augmenting the extent to which collectives of such particles are bearers of heritable fitness variance. In this way, we can explain upward transitions in the hierarchical level at which the Darwinian machine operates in terms of particle-level selection, even though the outcome of the process is a collective-level selection regime. Our theory avoids the logical and metaphysical paradoxes faced by other attempts to explain evolutionary transitions. (shrink)

The essays deal with some of the central problems of biology. These are among the questions put and answered from the standpoint of modern experimental biology. What is ageing and how is it measured? What theories have been held to account for it, and with what success? Did ageing evolve, and if so how? Is Lamarckism and adequate explanation (...) of evolutionary process? Does evolution sometimes go wrong? Do human beings evolve in a way peculiar to themselves? Other essays touch upon the problems of scientific method and of growth and transformation. This article examines the origin of experiential organization, especially whether it is salient or selective. Aron Gurwitsch believes it is salient and William James that it is selective. I argue that Gurwitsch is right, and recount his argument and his critique of James, but I also pose my own critique and critical questions on the issue. -/- Gurwitsch's argument attempts to show that the organization of consciousness is not arbitrary or merely selected in some way by the subject. He claims (...) that when consciousness is organized it is found as already organized. -/- This is important for Gurwitsch's philosophical system because if he can establish that consciousness is always originally organized, then his famous claim that the theme, thematic-field, margin structure of consciousness is an invariant patterning impervious to the subject's whim, mood, or possible noetic training, is protected at the very start. This paper considers ethical decision making by blending three streams of related research: cognitive moral development of the decision maker, rational choice theory and a subjective expected utility model. Ethical dilemmas can be defined as situations where moral certainty is compromised by rational cognition. In this paper, the authors assume that some people use a morality-first perspective and others a rationality-first perspective. Ethical scenarios were written and used to test hypotheses derived from this perspective. The instrument developed was shown to (...) be in need of further refinement. Results are discussed in terms of relationships between participant-characteristics variables overall and subscale responses to the ethical scenarios. (shrink)

1. The Tractatus doctrine of saying and showing In a letter to Russell dated 19.4.1919, written shortly after he had finished the Tractatus, Wittgenstein told Russell that the main contention of the book, to which all else, including the account of logic, is subsidiary, ‘is the theory of what can be expressed (gesagt) by prop[osition]s -- i.e. by language -- (and, which comes to the same, what can be thought) and what cannot be expressed by prop[osition]s, but only shown (gezeigt); (...) which I believe is the cardinal problem of philosophy’ (CL 68). This was emphasized in both preface and conclusion of the book. The preface observes that the whole sense of the book can be summed up in the following words: ‘what can be said at all can be said clearly, and what we cannot talk about we must pass over in silence’ (TLP p.3). The conclusion of the book (TLP 7) simply repeats this. The preceding three remarks, however, are noteworthy. They make three claims. First, ‘There are, indeed, things that cannot be put into words. They make themselves manifest. They are what is mystical’ (TLP 6.522). This reiterates the leitmotif of the book, namely that there are things that cannot, by the very nature of representation, be said. But though they cannot be said, they are shown by features of the relevant system of representation. Secondly, the correct method in philosophy would really be to say nothing except what can be said, i.e. empirical propositions that have nothing to do with philosophy, and then, when someone wanted to say something metaphysical, to demonstrate to him that he had failed to give meaning to certain signs in his propositions (TLP 6.53). This method, of course, is not the method that has been followed throughout the book, which consists almost exclusively of modal assertions concerning what must, can or cannot be thus and so in reality, in language and in the relation between language and reality.. The author is critical of russell's theory in that his "analysis of sentences containing definite descriptions is very defective" and has too many complications to serve as a "convention for a symbolic language.".

The place of philosophical medical ethics in medical education and clinical practice has recently been questioned. Although partially valid, the criticisms do not warrant abandoning the enterprise. Instead a reappraised model, based on Aristotelean concepts of intellectual and moral virtue is suggested.

Berent (this issue) critiques one of the three main proposals put forward by Carruthers (this issue), who suggests that cognitive scientists are biased against innateness-claims by the tacit assumptions of the mentalizing faculty. Berent proposes, instead, that the bias results from dissonance produced by a conflict between our innate dualism and our innate essentialism. The present response raises a number of difficulties for her argument.
